The Finance and Human Resource Departments recently prepared a Request for Proposals (RFP) for Health Insurance Consultant Services. The current contract with Gallagher Benefit Services, Inc. expires December 31, 2013. The 26 page RFP was advertised in the Billings Times on July 18 and July 25, 2013. Eight consulting firms were also sent copies of the RFP via email.
 
The selection committee consisted of Pat Weber, Nick Christman, Kevin Iffland, Karla Stanton and Leta Lintern. Proposals were received from Mountain West Benefits, PayneWest Insurance, Inc., Gallagher Benefit Services, Inc. and The Segal Company.
 
The following information was considered in the recommendation: Proposal Compliance, Comprehensiveness of Services Provided, Firm Stability, Prior Experience with City Self-Funded Health Plans, Assigned Individuals, and Charges for Services.  Gallagher submitted the highest rated proposal.

 Council may approve the consultant or not approve the consultant.

The consulting services will be $52,250 for 2014; $53,900 for 2015; $55,600 for 2016; and $57,300 for 2017 calendar years and then negotiated for the next four years.  Actuarial services for Government Accounting Standards Board pronouncement 45 will be $11,500 for 2015 and $12,000 for 2017 and negotiated for the next two actuarial engagements.

The Committee recommends that the City Council approve Gallagher Benefit Services Inc. for Health Insurance Consultant Services.
