PROBLEM/ISSUE STATEMENT

The W.O. 12-42--Water Treatment Plant Laboratory Renovation project includes the interior demolition and complete remodel of the 1st floor laboratory, new finishes and lighting for the 2nd floor office space, and replacement of the existing boiler and air handling unit serving these areas of the Water Treatment Plant Operations Building.  All existing furnishings and most appliances are outdated and highly inefficient, so their replacement is important to the modern operation and overall efficiency of the lab. The project was advertised August 8, 15 and 22, 2013 in The Billings Times and on the City's website. Bids were opened August 27, 2013, and Council is asked to award a contract based on the bids.

ALTERNATIVES ANALYZED

The Council may:

• Award a construction contract to the low bidder, Dick Anderson Construction, in the amount of $878,500.00; or
• Reject all bids.

FINANCIAL IMPACT

The following bids were received and evaluated:

The project is being funded by water funds, as approved in the FY 2013 budget and rolled into FY 2014. There are sufficient funds available to cover the costs of the construction contract.

RECOMMENDATION

Staff recommends Council award a construction contract for W.O. 12-42--Water Treatment Plant Laboratory Renovation to Dick Anderson Construction in the amount of $878,500.
