Bid Approval for Four Modular Parks Restroom Facilities

PROBLEM/ISSUE STATEMENT

On July 26, 2013, PRPL staff issued an Invitation For Bid to supply four modular concrete restroom facilities. Two of these facilities will be replacement restrooms in Central and Sacajawea Parks, and one facility will be placed at Mountview Cemetery as part of the Nine Restroom Facility Improvements Project approved July 22, 2013.  The final facility will be a vault restroom to be placed at the trailhead at Swords Rimrock Park.  On August 27th bids were opened.  There was one bidder, CXT Inc. of Spokane  Washington, who had a base bid of $183,225.  As part of the bid documents there were several Alternates that are in the best interest of the City to include along with the base bid.  They include skylights, automatic flush valves, and supplementary heating. The cost for these additions is $15,750 fora total cost of $198,975.  These facilities will require 60 to 90 days to be constructed and delivered to the 4 park sites.  It is anticipated these facilities will be installed by the end of the year.  

ALTERNATIVES ANALYZED

The City Council May:

  • Accept the bid for $198,975.00; or, 
  • Reject the bid from CXT Inc., and provide direction to Staff.

FINANCIAL IMPACT

The cost for the restroom facilities in Central and Sacajawea Parks and at Mountview Cemetery including the additive alternates is $167,730.00.  The funding will come from Park District One and was budgeted in FY 2013.  The project could not proceed until the second half taxes were collected, so the contract and work will actually occur in FY 2014.  This will require a first quarter FY 2014 budget amendment. 

The cost for the vault restroom facility located at the Swords Rimrock Park Trailhead including the additive alternates is $31,245.00.  The funding will come from donations and grants from the following organizations to develop and improve the Swords Rimrock Park Trailhead.

Billings Park Recreation and Preservation Foundation $ 6,000
BikeNet (including $13,000 donated by St. Vincent Heart and Sole Run $20,000
Recreational Trails Grant through BikeNet $14,000
Billings Rotary Foundation $25,000

RECOMMENDATION

Staff recommends City Council award the contract for Four Modular Restroom Facilities to CXT Inc., for the amount of $198,975.
