PROBLEM/ISSUE STATEMENT

The City Council will consider awarding a professional engineering services contract to Sanderson Stewart in the amount of $672,740.00 for design, bidding and construction administration services on the 2014 Water and Sanitary Sewer Replacement Projects.  The Schedule 1 projects include approximately 4,600 linear feet of water main replacement on Grand Avenue between 17th and 24th Street West and approximately 2,600 linear feet of water main replacement on North 27th Street between Montana Avenue and 6th Avenue North.

Sanderson Stewart was selected based on City staff review of project proposals submitted by prequalified firms. Other firms considered for the work were DOWL HKM and Morrison-Maierle, Inc.

The City replaces and upgrades its water and sanitary sewer utilities as part of an annual maintenance program.  As underground water and sanitary sewer utilities approach the end of their useful life, the City's maintenance costs and potential liabilities from system failures increase.  Corroding water main and leaking joints cause water loss and reduced service capacity.  Water main breaks often cause public and private property damage.  Deteriorating sanitary sewer mains crack, misalign and are intruded by tree roots; these problems lead to leakage of wastewater into surrounding soils, groundwater inflow, loss in carrying capacity and sewage backups into public and private property.

ALTERNATIVES ANALYZED

The Council may:
  • Award the engineering contract to Sanderson Stewart; or
  • Do not award the engineering contract to Sanderson Stewart.  If the projects are not constructed, the City's water distribution and sanitary sewer collection systems in these areas will continue to experience ongoing maintenance problems and expenses.  Since these sections of Grand Avenue and North 27th Street are scheduled for street reconstruction in the next couple of years, the City will miss an opportune time to replace this underground infrastructure.

FINANCIAL IMPACT

Funding for these projects has been approved by City Council in the Capital Improvement Program (CIP) and FY 14 budget.  Funding is sufficient for the engineering design and construction administration portion of the projects which is now under consideration, as well as for the project construction planned for bidding to contractors in April, 2014.  Schedule 1 projects will primarily utilize water budget:

RECOMMENDATION

Staff recommends that Council award a professional engineering services contract for the design and construction administration of Schedule 1 of the 2014 Water and Sanitary Sewer Replacement Projects to Sanderson Stewart in the amount not to exceed $672,740.00.
