PROBLEM/ISSUE STATEMENT
The City's two appointees to the Policy Coordination Committee (PCC), Council members Chris "Shoots" Veis and Larry Brewster, have retired from the Council. The PCC has a meeting at noon January 12, 2010. BMCC 2-213 allows the City Council to add an item that is ministerial to the agenda by a 3/4 vote of those present. In order for the City to be represented at the meeting, which approves transportation projects for the region, the Council is being asked to add an item to the Jan. 11, 2010, agenda, and to appoint two Council members to serve as the City's representative and alternate.
Other PCC members are representatives of Yellowstone County, the Montana Department of Transportation District Office and the Yellowstone County Planning Board.

ALTERNATIVES ANALYZED
The Council may:
- Add the appointments to the agenda by a 3/4 vote of those present and then name a member and an alternate to the PCC.
- Do not add the appointments, and leave the CIty without a representative at the January 12, 2010, meeting.
FINANCIAL IMPACT
There is no immediate financial impact to the City.
RECOMMENDATION
Staff recommends that the Council add the item to the agenda and appoint a member and alternate to the PCC.
