PROBLEM/ISSUE STATEMENT

The final plat for Skyview Ridge Subdivision, 1st Filing, is being presented to Council for approval. On August 13, 2007, the City Council conditionally approved the preliminary plat of this 15-lot, 63-acre subdivision. The subject property is generally located south of West Wicks Lane, west of Governor's Boulevard, and north of Constitution and Kootenai Avenues.  The development is part of a larger master planned area (288 acres) owned by the Montana Department of Natural Resources and Conservation (DNRC) as state school trust land. Since 2007, the preliminary plat approval time limit has been extended three times, and is set to expire on February 13, 2014.  At this time, all conditions of approval have met and the plat is ready for approval.  Given the size of the lots, further division of the lots is likely once they are sold. The owner is Montana DNRC and the representing agent is Sanderson Stewart. Upon City Council approval, these documents are appropriate as to form for filing with the Clerk and Recorder.

ALTERNATIVES ANALYZED

The City Council may approve or deny the final plat of Skyview Ridge Subdivision, 1st Filing. If the City Council chooses to deny the final plat, it must base the denial on the criteria outlined in MCA 76-3-611 and BMCC, Section 23-307.

FINANCIAL IMPACT

Should the City Council approve the final plat, the newly created lots will be developed which will increase tax revenues for the City.

RECOMMENDATION

Staff recommends that the City Council approve the final plat of Skyview Ridge Subdivision, 1st Filing.
