PROBLEM/ISSUE STATEMENT
Due to the specialized nature of engineering services required for airfield infrastructure design, including knowledge of the Federal Aviation Administration (FAA) design and grant funding process and Passenger Facility Charge (PFC) projects, the City has historically entered into a five-year term contract to provide engineering services at the Airport. On November 13, 2006, the City approved a five-year contract with Morrison-Maierle, Inc. to provide the design surveys for the project, development of projects plans, specifications and bidding documents, contract administration, to include coordination meetings, pay requests, etc. The contract also includes full time on-site inspection, construction surveys, and development and submittal of the final project closeout documents, as required for PFC projects. The base five-year contract is amended each time a new project is undertaken, and Amendment Twelve, for $332,909, includes all of the services indicated above for Summer 2010 PFC projects. The scope of work and associated engineering fees have been reviewed and negotiated by Airport staff and are acceptable for this type of work. The PFC projects include the Taxiway A South Rehabilitation, Vehicle Access Road Improvements, and Gate B4-PCC Ramp. A portion of Taxiway A south is asphalt pavement that is over sixteen years old and is beginning to break apart, producing loose gravel that could be ingested by jet engines, and possibly causing serious and costly damage to the aircraft. This area will also be constructed to promote storm water drainage into a new slotted drain system. Included with the Taxiway A south project is a project to construct a new vehicle road that will route vehicle traffic away from the aircraft parking ramps on the east side of the Airport, reducing the chance of vehicle/aircraft accidents. Finally, the Gate B4-PCC Ramp project will replace the existing asphalt ramp with a concrete ramp. During the hot Summer months, the asphalt softens and the wheels of the passenger loading bridge and the air carrier aircraft can deform the ramp surface creating rutting and dips that cause operational problems for the airlines. This project will provide an all season concrete surface that all aircraft can safely operate on. This Amendment Twelve will produce approximately $2,700,000 in Airport improvements.
ALTERNATIVES ANALYZED
The Council may:
- Approve Amendment Twelve; or
- Decline to approve Amendment Twelve and not complete the PFC projects.
FINANCIAL IMPACT
The total cost of Amendment Twelve to the five-year engineering contract with Morrison-Maierle, Inc. is $332,909. The source of the funds for this engineering work is budgeted in the Department's Passenger Facility Charge fund.
RECOMMENDATION
Staff recommends the City Council approve Amendment Twelve to the Morrison-Maierle, Inc. Engineering Services contract in the amount of $322,909, for the engineering services required for the PFC projects Taxiway A South Rehabilitation, Vehicle Access Road Improvements, and Gate B4-PCC Ramp.
