Award of the Airport's Miscellaneous HVAC Equipment Repair and Replacement Project

PROBLEM/ISSUE STATEMENT

The intense storm that hit Billings on September 7, 2013, severely damaged seventeen rooftop HVAC condensing units at various locations at the Airport, including the Terminal, Airfield Operations building, IP-7 and IP-9 buildings in the Airport's Business Park, and the Airport's west end office building. The damage caused by the hail that accompanied that storm will require the total replacement of eleven rooftop HVAC condensing units, and the removal and replacement of copper condensing coils on six additional HVAC units.  The initial funding will come from the Airport's Capital Improvement fund, and will be mostly reimbursed by the City's property insurance company.  This project was advertised for three weeks in the Billings Times and was posted on the City's Web Site.  On March 25, 2014 the following bids were received:

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the award of the Airport's Miscellaneous HVAC Equipment Repair and Replacement Project; or
  • Decline to approve the Award, possibly delaying this project.

FINANCIAL IMPACT

The total cost of this project is the Base Bid plus Alternate One and Alternate Two, for a total of $84,242.  The Airport's Capital Improvement fund  will be used to pay the contractor and will be mostly reimbursed by the City's property insurer. 

RECOMMENDATION

Staff recommends the City Council approve the award for the Airport's Miscellaneous HVAC Equipment Repair and Replacement Project to the low bidder, Klimate Heating and Cooling, for the amount of $84,242.
