PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program is the Airport Employee Parking Lot project. This project will remove an existing hangar east of the Terminal, remove the existing pavement, install a new asphalt pavement surface, provide a new security fence, and install new sidewalks leading to the Terminal. Relocating employee parking to the new lot allows the Airport to use the old employee parking area to increase the amount of paid parking at the Airport by nearly 200 stalls. The increase in the number of paid parking stalls should reduce the number of times that the Airport has to open the "free" overflow parking areas each year, and should ultimately help increase Airport parking revenues. The project was advertised in the Billings Times and on the City's Web Site. On April 15, 2014, the following bids were received:
| CONTRACTOR | BID |
| Asphalt Plus, Inc. | $749,778.73 |
| Knife River | $795,209.60 |
| H.L. Ostermiller Construction, Inc. | $806,172.80 |
| JEM Contracting | $825,374.80 |
