PROBLEM/ISSUE STATEMENT

 Public Hearing and Resolution for FY14 Third Quarter Budget Amendments

The Parking Division will do a parking study as recommended by the Parking Advisory Board and approved by City Council.  Fund reserves will be used to fund the study.   

The Library Operating Fund needs to transfer money to the Library Construction Fund in order to complete construction of the new library.  These transfers were previously planned and discussed with Council. The amount of the budget authority needed has now been determined and therefore a budget amendment is necessary in order to complete the transfer.   

In FY 13, the City received an unrestricted energy rebate from Northwestern Energy.  At the time of receipt, it was unknown how the rebate would be used.  In FY 15, the City will use the rebate to offset the cost of the roof replacement at fire station 1.  A transfer is needed to move the proceeds from the grant fund to the General Fund.   

In FY 14, Code Enforcement incurred a nuisance abatement cost of $20,082.  These abatement costs will be recovered from the offending person through tax billing.   

Public Works is requesting budget authority in the FY 14 Street/Traffic budget for additional costs incurred this winter for snow and ice operations due to the severe winter experienced in the City of Billings.  Cost overruns include overtime, fuel, contract labor for assistance with snow removal, and charges from other Divisions and Departments for assistance with snow plowing operations.  Also, budget authority is requested for additional supplies for pothole repairs as Public Works has seen a significant increase in the number of potholes this spring, also because of the harsh winter.  The total increase in budget authority requested is $270,000 and will be funded with cash reserves. 


ALTERNATIVES ANALYZED

 The Council may: Approve the requested budget amendments; or Not approve the requested budget amendments, which would put the City in violation of Montana Code Annotated.

FINANCIAL IMPACT

 The requested budget amendments will be funded by current revenues or reserves.

RECOMMENDATION

 Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the third quarter budget amendments for Fiscal Year 2013/2014.
