Explosive Disposal Robot RFP for BPD Bomb Squad

PROBLEM/ISSUE STATEMENT

The City's Purchasing Agent, on behalf of the BPD's Bomb Squad, requested proposals from qualified vendors for a robot capable of dealing with Improvised Explosive Devices (IEDs) and Chemical, Biological, Radiological, Nuclear and Explosion events (CBRN-E).  This robot will be utilized by the City’s Bomb Squad for service calls involving IEDs, CBRN-E events and for training.
 
The City’s Bomb Squad currently utilizes a Remotec F6-B Andros explosive disposal robot (not being replaced) and is in need of an additional explosive disposal robot.  The new explosive disposal robot will: 
  • be equipped to perform reconnaissance, surveillance, negotiation, and breaching operations in a single platform;
  • enhance operations during hazard devices, and hazardous material incidents;
  • deploy detection and identification equipment and miscellaneous render safe procedure tools; and,
  • be capable of improving, and/or enhancing unit readiness and during operational response.

Two proposals were received by the Purchasing Agent:
  • ICOR Technology - $114,824.90 including on-site training
  • Cobham Mission Systems - $240,438.75 including on-site training


A selection committee, made up of Liz Kampa-Weatherwax and Police Department staff Jason Gartner, Dave Dierenfield and Dan Brown, reviewed both proposals using the following evaluation criteria before comparing the proposer's price matrixes:

  • Compliance with minimum specifications as outlined in the RFP.
  • Experience of Supplier with goods/services required by the City of Billings
  • Warranty Terms
  • Availability (timetable) for providing goods and/or services
  • Breadth of services available
  • Company’s financial stability
  • Ongoing support
  • Training
  • Compliance with the City of Billings Terms and Conditions


The selection committee unanimously selected and is recommending  ICOR Technology for contract award by the Mayor and Council. 

ALTERNATIVES ANALYZED

Mayor and City Council may approve the contract with ICOR Technology for the purchase of the BPD's Bomb Squad Explosive Disposal Robot; or disapprove of the purchase and direct staff to conduct a new RFP or relinquish the grant funds described below.

FINANCIAL IMPACT

The Bomb Squad has been awarded and has remaining $115,000 in funds granted by the Department of Homeland Security, through Montana Disaster and Emergency Services.   These funds expire June 30, 2015.

RECOMMENDATION

Staff recommends approval of the contract with ICOR Technology for $114,824.90.
