Public Hearing and Resolutions Setting Annual Assessments for Fiscal Year 2015

PROBLEM/ISSUE STATEMENT

The following annual assessment and property tax resolutions have been completed by the Finance Division and the assessments are ready to be spread on the tax files.

Street Maintenance
Storm Sewer
Arterial Construction
Business Improvement District
Mill Levy Rates for General Fund, Transit, Library & Public Safety 1
Tourism Business Improvement District

Street Maintenance District 1 fees will increase by 2.7%, and Street Maintenance District 2 fees will increase by 10% for FY15.  Storm sewer fees will increase by 3.5%  and arterial fees will increase by  2.8% for FY 2015. There are no mill increases in FY 2015 for General Fund, Transit, Library, and Public Safety 1 levies.  The TBID Board is requesting that the Council amend Resolution No. 13- 19284 so that all eligible hotels pay $2.00 per occupied room night.

These assessments are listed as sub items under one agenda item.  The Council may conduct one public hearing where anyone may speak about any of the assessments.  After the public hearing is closed, the Council will need to take action on each individual assessment resolution.  All assessments take a majority vote except for the Arterial Construction assessment.  The Arterial Construction assessment takes a super-majority of Council of at least (2/3) of all Council members present and voting because the assessment rate is proposed to increase.

ALTERNATIVES ANALYZED

The Council must hold a public hearing and then may:
  • Approve the resolutions; or
  • Not approve the resolutions

FINANCIAL IMPACT

The assessment increases reflect general inflationary and other cost effects on providing these public services.   

RECOMMENDATION

Staff recommends that one public hearing be held for all the assessments and that the City Council approve each individual resolution.  The Arterial Construction resolution requires a super-majority (2/3) of Council members present and voting.
