PROBLEM/ISSUE STATEMENT
With the recent rock fall on Zimmerman Trail and the need to remove six significant rock formations that were deemed imminent to fall onto the road, the Public Works Department became concerned about other areas in the City where rocks potentially could fall onto a roadway.
The Engineering Division for the Public Works Department retained a geotechnical engineering firm to review the rock formations above 6th Avenue North in Swords Park. The geotechnical engineering firm discovered a rock formation in Swords Park that they believe is imminent to fall onto 6th Avenue North.
The Montana Department of Transportation (MDT) opened bids on May 8, 2014, and are expected to award a contract on May 9, 2014, to the low bidder, Geostabilization International LLC, for the removal of the rocks on Zimmerman Trail. The purpose of this Council memorandum is to authorize the Public Works Department to contract with the low bid contractor for the Zimmerman Trail rock remediation project to remove the rock formation above 6th Avenue North. Staff will negotiate a contract with the low bidder from the Zimmerman Trail project to remove the rock above 6th Avenue North.
At this time it is estimated the cost of the rock removal above 6th Avenue North will not exceed $200,000 including road repair and traffic control.

ALTERNATIVES ANALYZED
The Council may:
- Authorize the Public Works Department to contract with the low bid contractor for the Zimmerman Trail rock remediation project to remove the rock formation above 6th Avenue; or
- Not authorize the Public Works Department to contract with the low bid contractor for the Zimmerman Trail rock remediation project to remove the rock formation above 6th Avenue. If the authorization is not provided and the construction is not completed the rock will remain.
FINANCIAL IMPACT
This project will utilize arterial road funds. Staff will evaluate the anticipated effect this project will have on the projects that are currently approved using arterial road funds.
RECOMMENDATION
Staff recommends that Council authorize the Public Works Department to contract with the low bid contractor for the Zimmerman Trail rock remediation project to remove the rock formation on 6th Avenue North in an amount not to exceed $200,000.
