PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program is a project to replace the Airport Operations Center Emergency Generator. This project will remove and replace a 22-year-old 200 KVA (1,000 Volt Amp) emergency generator that will need some major repairs in the near future to remain operational and dependable. Additionally, this existing generator only provides enough power to operate the emergency systems at the Operations Center, which is okay for short outages, but when an extended outage takes place the majority of the building is without power. This is a real issue in the two additions that are not wired to the emergency circuit. This existing generator will be replaced with a new 300 KVA generator that has been sized to meet the current and anticipated future electrical loads for the entire building. This project was advertised in the Billings Times on September 4, 11, and 18 and was posted on the City's Web site. On September 30, 2014 the following bids were received:

ALTERNATIVES ANALYZED
The City Council may:
- Approve the bid award for the New Emergency Generator for the Operations Building at Billings Logan International Airport; or
- Decline to approve the bid award, reject all bids, and provide staff direction on how to proceed.
FINANCIAL IMPACT
The total cost of the project is $256,000 and will be funded through the Airport's Passenger Facility Charge (PFC) program.
RECOMMENDATION
Staff recommends that the City Council award the project to replace the Airport Operations Center Emergency Generator to the low bidder, Ace Electric, for the amount of $256,000.
