PROBLEM/ISSUE STATEMENT
The Yellowstone Rimrunners request temporary street closures on Sunday, March 14, 2010, from 12:30 pm to 1:45 pm, for their annual Shamrock Run. The route will begin at 3rd Street West and Avenue B, proceed north on 3rd Street West, west on Parkhill to Nordbye, turn around and proceed east on Parkhill, south on 3rd Street West, ending at Pioneer Park.
Recommended conditions of approval include that the Yellowstone Rimrunners:
1. Clean the area to be used and provide and empty waste cans
2. Notify all emergency facilities, bus lines and media at least two weeks in advance of the event
3. Provide and install adequate signs warning motorists of events
4. Provide a certificate of insurance naming City of Billings as additional insured
5. All course guards (flaggers) shall wear safety apparel and use approved STOP/SLOW paddles

The Council may:
• Approve street closures; or
• Deny street closures.

FINANCIAL IMPACT
There are no costs to the City of Billings for this event other than administrative time to process the permit. Police, traffic control and litter removal are to be paid for by the Yellowstone Rimrunners.
RECOMMENDATION
Staff recommends that Council approve the temporary closure of the streets named above.
