PROBLEM/ISSUE STATEMENT
W.O. 13-15 Calhoun Road Improvements is a project to reconstruct Calhoun and Simpson and is mostly funded by TIF funds from the SBURD. The improvements on Calhoun are to include a reconstructed street and overlay to provide two travel lanes, two way left turn lane, and bike lanes between Underpass Ave and King Ave East. Simpson Street improvements will include a reconstructed street. On both streets, new sidewalk and corner radii will be constructed.
There are several areas where right-of-way easements are required to install corner radiuses, install sidewalks, and provide space for fire hydrants. City staff has negotiated with some of these adjacent property owners and they have agreed to a right-of-way easement which is shown on the attached easement exhibits. Additional easements will be presented as negotiations are completed with the remainder of property owners.

ALTERNATIVES ANALYZED
City Council may:
- Approve the right-of-way easements, or;
- Disapprove the right-of-way easements. If the right-of-way easements are not approved, Several hydrants will have to be relocated, sidewalk can not be added on Simpson Street or on much of Calhoun, and corner radii will have to be constructed that will not meet or barely meet requirements for ADA Accessibility.
FINANCIAL IMPACT
There is no cost to the City for the right-of-way easements.
RECOMMENDATION
Staff recommends that the City Council approve the right-of-way easements.
