PROBLEM/ISSUE STATEMENT

Three bids were received by the Street/Traffic Division for the Public Works Department on September 16, 2014 to purchase a 2014 Articulated Tandem Roller.  At their September 22, 2014, meeting, City Council delayed award until October 14, 2014. This roller is used for compacting asphalt patches and repairs on City streets.  This purchase will replace an existing roller and is included in the FY 2015 Equipment Replacement Plan (ERP).  The existing roller will be traded to the company providing the new roller.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the award of the 2014 Articulated Tandem Roller: or
  • Not approve the award of the 2014 Articulated Tandem Roller.  If the award is not approved the existing roller that is 17 years old will continue to be used and it is reaching the end of its useful life.

FINANCIAL IMPACT

The funding is included in the Public Works budget for FY2015.

*The bids for these two rollers do not meet the oscillating specification required in the bid document.  An oscillating asphalt roller will compact asphalt in a back and forth motion (much like rolling bread dough), while a vibratory roller compacts in a hammering up/down motion.  The oscillating feature on an asphalt roller minimizes the vibration forces transferred to adjacent existing street surfaces when new asphalt patches are installed. The asphalt patches performed by the Street/Traffic Division are typically smaller and are located adjacent to and may be surrounded by existing infrastructure that includes asphalt, curb and gutter, and sidewalks.   Minimizing vibration forces result in less fracturing and damage to the existing infrastructure.

RECOMMENDATION

Staff recommends awarding the bid for the purchase of a 2014 Articulated Oscillating tandem Roller in the amount of $64,400 to Modern Machinery.  Staff also recommends trading the existing unit #1200 for $6,000.  Total bid amount less trade is $58,400.00.
