PROBLEM/ISSUE STATEMENT
The final plat for Bitterroot Heights Subdivision, 2nd Filing is being presented to Council for approval. On June 24, 2013, the City Council conditionally approved the preliminary plat of this 70-lot subdivision. The 79-acre subject property is generally located north of Mary Street and west of Bitterroot Drive in the Billings Heights. The property was formerly the site of an Empire Sand and Gravel mining operation, and was master planned as a large residential subdivision in 2004. This is the second filing of the subdivision. It is zoned Residential-7000-Restricted (R-70-R). Sixty-nine new residential lots are proposed, and one large parcel will be further developed in a future filing. The owner is BCJM, LLC, Matt Brosovich, President, and the representing agent is Interstate Engineering, Inc. Upon City Council approval, these documents are appropriate as to form for filing with the Clerk and Recorder.
ALTERNATIVES ANALYZED
The City Council may approve or deny the final plat of Bitterroot Heights Subdivision, 2nd Filing. If the Council chooses to deny the final plat, it must base the denial on the criteria outlined in MCA 76-3-611 and BMCC Section 23-307.
FINANCIAL IMPACT
Should the City Council approve the final plat, the newly created lots may be developed and sold separately which will increase tax revenues for the City.
RECOMMENDATION
Staff recommends that the City Council approve the final plat of Bitterroot Heights Subdivision, 2nd Filing.
