PROBLEM/ISSUE STATEMENT
The purpose of this project is to reconstruct Orchard Lane from King Avenue East to State Avenue. The typical section will include 2 travel lanes, curb and gutter, and sidewalks on both sides. On-street parking, two-way-left-turn-lane, and on-street bike lanes will be evaluated during design. Staff requested the services of an engineering firm to provide design and construction administration services for the project, and KLJ was selected through the Request for Proposals (RFP) process. Other firms considered were DOWL HKM and Sanderson Stewart. The contract amount is $241,000.
ALTERNATIVES ANALYZED
The Council may:
- Award the Contract for Professional Services to KLJ; or
- Do not award the contract. If the contract is not awarded, the reconstruction of the road will be delayed.
FINANCIAL IMPACT
The funding for the design is provided by the SBURD TIF and is included in the FY15 budget. The cost of design services is $241,000.
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute a Contract for Professional Services with KLJ for $241,000 for engineering design.
