PROBLEM/ISSUE STATEMENT
This project will renovate and remodel the existing Chemical Building at the City of Billings Water Treatment Plant (WTP), update and enhance the plant's chemical treatment system (including the installation of a new UV disinfection system), and install a second parallel filter effluent line from the Filter Building to the High Service Pump Station transfer pump wetwell. Proposals were requested from qualified consulting firms to provide the required professional services (design, bidding, construction management, etc.). Three firms responded to the RFP, and HDR Engineering was chosen as the preferred consultant.
ALTERNATIVES ANALYZED
The Council may:
- Award a Professional Services Agreement to HDR Engineering (HDR); or
- Do not award an agreement to HDR. If this agreement is not approved, the project will be delayed.
FINANCIAL IMPACT
The project budget includes $6,523,000 approved in the FY 2015 budget and will be funded with water funds. The contract is in the amount of $1,193,100.00.
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute the Professional Services Contract with HDR Engineering, Inc. for W.O. 15-10--Water Treatment Plant Chemical Building/Disinfection Improvements in the amount of $1,193,100.00.
