PROBLEM/ISSUE STATEMENT
Public Hearing and Resolution for FY15 Second Quarter Budget Amendments:
Fund 4060 - Airport - Customer Facilities Capital Fund (CFC)
The Airport Car Rental Transfer Lot project was included in the Airport's FY14 Capital Improvement Program, however due to the number of projects and the lower priority of the project the Airport's engineering firm was unable to complete design work in time to get the project bid in FY14.
Fund 5620 - Airport - Local Replacement Capital Fund
The Airport Terminal Loop Road project replaces the south portion of the Terminal Loop Road that experienced significant "frost heave", the result of poor drainage and last winter's numerous freeze/thaw cycles.
The Airport Operations Center Emergency Generator Replacement project will remove and replace a 22-year-old 200 KVA emergency generator.
Fund 2010 - East Tax Increment District
Budget authority is needed for the design and engineering work for the Exposition Gateway Infrastructure Project. Reserves will be used for the amendment.
Fund 2030 - North 27th Tax Increment District
The first amendment is for the final construction of the Empire Parking Garage. The second amendment is for the Tracy Lofts Grant. Reserves will be used for the amendments.
Fund 2020 - Downtown Tax Increment District
All delinquent taxes have been collected and a check will be issued to the Yellowstone County Treasures to be distributed to all taxing jurisdictions. This fund will be closed after this transaction.
Fund 2380 and 0100-11 - Certified Local Government and General Fund Council Contingency
Planning was awarded the Northern Elevation Residential Historic Grant in the amount of $12,000. Council approved using $2,000 from Council Contingency to pay for the $14,000 project.
Fund 0100-15 and 2330 - General Fund and Energy Efficiencies Grant Fund
Fund 2330 is being closed to the General Fund as the grant projects have been completed.
Fund 4680 and 2600 - Library Construction Fund and Library Fund
Reserves will be used to transfer money from the Library Fund to the Library Construction Fund to cover costs associated with the new Library.
Fund 2360 - Trails/Bike Path Donations Fund
Public Works is requesting the budget authority be reestablished in the FY 2015 budget for the local share match for the Arrowhead School Trail Community Transportation Enhancement Program (CTEP) project.
Fund 2050 – Gas Tax Fund
Public Works is requesting the budget authority be reestablished in the FY 2015 budget for the Annual Americans with Disabilities Act (ADA) project. The CTEP projects being matched with Gas Tax Funds are the 19th Street West/Colton Boulevard Crossing, 44th Street West Multi-Use Path, Wicks Lane Multi-Use Path, King Avenue West: 32nd Street West to the BBWA Canal Multi-Use Path, and Jackson Street Sidewalks. It is also requested that the FY 2015 budget be amended for the design and Construction of the Exposition Gateway project.
Fund 8400 – Storm Sewer Operating Fund
Public Works is requesting a budget amendment to increase budget authority for consulting services to provide engineering support in developing a new State of Montana MS4 storm water general permit and a storm water manual. The professional services contract was approved by Council in December, 2014 and Public Works has sufficient cash in its Storm Fund to fund this budget increase.
Fund 4340 – Sidewalk Construction Fund
Public Works is requesting the FY 2015 budget authority be increased for the Poly Drive – 32nd Street West to 38th Street West project. Most of the project will be funded with Arterial and Sewer funds, but a portion of the project will be funded with sidewalk assessments. This sidewalk portion of the project was inadvertently left out of the FY 2015 budget. These costs will be paid for from the proceeds of the bond sale.
Fund 5410 – Solid Waste Operating Fund
Public Works is requesting a budget amendment in its Solid Waste Fund for a landfill site study to evaluate the installation of a CNG filling station and equipment/staff buildings. There is sufficient cash in the Solid Waste Fund for this study.
Fund 5440 – Solid Waste Landfill Construction Fund
Public Works is requesting a budget amendment in its Solid Waste Landfill Construction Fund for entrance upgrades to improve customer access and safety at the landfill. The project is needed because of an increase in landfill use and traffic and will be funded with landfill revenues.

ALTERNATIVES ANALYZED
The Council may: Approve the requested budget amendments; or Not approve the requested budget amendments, which would put the City in violation of Montana Code Annotated.
FINANCIAL IMPACT
The requested budget amendments will be funded by current revenues or reserves.
RECOMMENDATION
Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the second quarter budget amendments for Fiscal Year 2014/2015.
