PROBLEM/ISSUE STATEMENT
Included in the City's approved Capital Improvement Program is the Airport's Vehicle Security Access Gates Replacement Project. This project was approved by City Council at the 5/27/2014 City Council meeting. The original scope of this project included removing and replacing ten vehicle security access gates, installing a new Closed Circuit Television Camera (CCTV) at each gate, and a software upgrade to the Airport's Security Access Control System program.
Change Order One for $108,156.82 consists of the following:
The Transportation Security Administration (TSA), the Federal Aviation Administration (FAA) and the Airport agree that there are gaps in the CCTV coverage on the airline ramp that could be resolved with the new 360 degree cameras that are being used on the Vehicle Security Access Gate project. With TSA’s approval, the FAA agreed to allow the Airport to include replacing all CCTV cameras covering the airline ramp area into the Vehicle Security Access Gate Replacement project and amended the AIP grant amount to reflect the additional cost. The $57,397.49 of additional cost includes replacing 11 cameras and the cabling and switches needed to accomplish the work.
During the project, the Airport opted to move Gate 17 to the west to improve driveway and airfield drive lane access at this gate. This move resulted in the airfield drive lane being moved further away from the airlines' parking area north of the Terminal, allowing more room for aircraft maneuvering and increasing the vehicle/aircraft separation. The Gate 17 portion of the project subsequently required a concrete pour, an additional bollard, a new power panel, and new communication cabling to accommodate the new location and camera. This portion of the change order is $16,360.21.
Since none of the vehicle gates are connected to any of the Airport backup generator systems, it was determined that in the event of a power outage, a solution was needed to keep the gates operational in the event of an airfield emergency so that support vehicles such as fire trucks and ambulances could access the airfield. Additionally, during power outages it is extremely difficult for the tenants to operate their businesses if no gate access is available. It was determined that a backup battery pack could be installed at each gate allowing the gates to operate for up to 8 hours during an extended power outage. This change costs $14,605.51.
The balance of the project includes a number of smaller items: repairs to the 15-year-old fiber optic cables and connectors, new control panels, replacing the Zetron relays for some gates, additional safety photo eyes on gates frequented by large trucks, display monitor systems to see who is at certain gates to allow remote entry and additional lightning protection for Gate 9, which connects to the system via Wi-Fi. These items total $19,793.61.

ALTERNATIVES ANALYZED
City Council may:
- Approve Change Order One; or
- Disapprove Change Order One, and direct staff on how to proceed.
FINANCIAL IMPACT
The total cost of Change Order One is $108,156.82. This project is funded by an FAA AIP Grant with 90% paid by the FAA and a 10% local match. The FAA portion is $97,341.14 and the City's local match is $10,815.68.
RECOMMENDATION
Staff recommends the City Council approve Change Order One to the Airport's Vehicle Security Access Gates Replacement Project contracted with Yellowstone Electric Company for the amount of $108,156.82.
