PROBLEM/ISSUE STATEMENT
The City Council will consider awarding a construction contract to COP Construction, LLC in the amount of $223,374.00 for the W.O. 15-01, Schedule 3, 17th Street West Water Main Replacement--BBWA Canal Crossing project. The project will install approximately 150 linear feet of 20-inch water main underneath the BBWA Canal and adjacent to the 17th Street West bridge, just south of Colton Boulevard.
The BBWA Canal Crossing is an "early" project related to the larger 17th Street West Water Main Replacement project currently scheduled for bidding in April. Water main replacement beneath the BBWA Canal must be complete before the canal fills with irrigation water and BBWA personnel begin operations in mid-April. This W.O. 15-01, Schedule 3 construction contract duration is 15 days.
After being advertised in the Billings Times and on the City website January 29 and February 5, the project was bid on February 10. Staff recommends that the BBWA Canal Crossing project be awarded to COP Construction in the amount of $223,374.00.

ALTERNATIVES ANALYZED
City Council may:
- Approve the construction contract with COP Construction in the amount of $223,374.00; or,
- Disapprove the construction contract with COP Construction. If the section of water main under the BBWA Canal is not replaced before mid-April, the larger and forthcoming 17th Street West Water Main Replacement project cannot be completed this summer as planned. Due to the risk of canal failure, the crossing cannot be completed after mid-April when the canal is full of irrigation water.
FINANCIAL IMPACT
Bids were received on February 10, 2015 for W.O. 15-01, Schedule 3, 17th Street West Water Main Replacement--BBWA Canal Crossing, and the following table shows the results:
Funding for the project has been approved by City Council in the CIP, budgeted in FY 2015, and the source is water funds.

RECOMMENDATION
Staff recommends that City Council approve a contract with COP Construction, LLC for W.O. 15-01, Schedule 3, 17th Street West Water Main Replacement--BBWA Canal Crossing in the amount of $223,374.00.
