PROBLEM/ISSUE STATEMENT
The City Council unanimously approved an initiative at its Feb. 22, 2010, business session to authorize the use of up to $11,000 from the Fiscal Year (FY) 2010 Council Contingency Fund (Acct. 010-1110-411.79-70) to install a 2-inch water meter at Centennial Park for a new ball field and surrounding area. The initiative responded to an attached request from Rick DeVore, administrator of Montana District 1 Little League.
Through the Baseball Tomorrow Foundation, Major League Baseball and the Major League Baseball Players Association awarded Montana District 1 Little League Baseball a $99,000 grant in 2009 to construct a new, full-sized baseball field at Centennial Park. Montana District 1 Little League raised an additional $87,000 of donations and pledges to complete the park. However, no money was budgeted to replace the existing 1-inch water meter in that section of the park with a 2-inch meter needed to serve the new ball field and surrounding area. Montana District 1 Little League has purchased all the sprinkler parts and will install the system in the spring of 2010, as weather permits. Montana District 1 also provides funding and labor to help clean up and maintain baseball and softball fields in City parks each summer.
Approval of an expenditure from the City Council Contingency Fund requires approval of the attached Council Resolution.

ALTERNATIVES ANALYZED
The Council may:
- Approve the resolution authorizing the expenditure of up to $11,000 from its Contingency Fund to pay for a 2-inch water meter at Centennial Park;
- Amend the amount of the of the expenditure; or
- Deny the resolution.
FINANCIAL IMPACT
The City Council Contingency Fund was authorized at $60,000 for FY 2010. The Council previously approved up to a $20,000 expenditure from the Fund to treat trees in City parks for mountain pine bark beetles. Approval of this resolution would leave the Council with a Contingency Fund balance of $29,000 for the remaining three and a half months of the fiscal year.
RECOMMENDATION
Staff recommends that the Council approve the Resolution authorizing the expenditure of up to $11,000 of Council Contingency Funds (Acct. 010-1110-411.79-70) for a 2-inch water meter at Centennial Park.
