PROBLEM/ISSUE STATEMENT
Public Hearing and Resolution for FY15 Third Quarter Budget Amendments:
0100-111-Council Contingency, 1990-South TIF, 7690-Parks Acquisition
Transfer and establish budget for the Optimist Park plan. There was $10,000 transferred from contingency in FY14 to help pay for the plan.
2010-East TIF
Bond sale for a curb/gutter project in the East TIF district. Adjust budget to make the development project incentive payments to FIB and Boyer. Current revenues will pay for the development incentives.
1990-South TIF
Bond sale to retire SID 1385 bonds.
2090-Building
Buildingeye, Inc. is developing a web-based, building permit information map of Billings that will display the location of current and historic building permits at a cost of $50,000 for 5 years. The user will be able to click on a permit icon and display information about the permit, as well as define specific geographic areas to monitor building activity. The information is acquired from the building permit data in the City’s electronic permitting system, Innoprise. Innoprise is charging $14,000 to transfer the data daily via internet from Innoprise to the Buildingeye map interface. Reserves will be used for this expenditure.

ALTERNATIVES ANALYZED
The Council may: Approve the requested budget amendments; or Not approve the requested budget amendments, which would put the City in violation of Montana Code Annotated.
FINANCIAL IMPACT
The requested budget amendments will be funded by current revenues or reserves.
RECOMMENDATION
Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the third quarter budget amendments for Fiscal Year 2014/2015.
