PROBLEM/ISSUE STATEMENT
The Public Works Department uses water based traffic paint on City streets for painting road centerlines, crosswalks and curbs. On average, the Street/Traffic Division uses approximately 6,000 gallons of paint for the season. The Public Works Department requested traffic paint bids, advertising in the Billings Times and on the City website for two weeks. Bids were opened on April 21, 2015. On April 27, the City Council delayed awarding this contract so that staff could more thoroughly review the bids.
ALTERNATIVES ANALYZED
City Council may:
- Approve purchasing the traffic paint, or;
- Disapprove purchasing the traffic paint, which will result in the road centerlines, crosswalk and curbs not being painted in 2015.
FINANCIAL IMPACT
The cost for the traffic paint will be funded through the Public Works Department, Street/Traffic Division operation and maintenance accounts. Bids were received on April 21st, 2015 and are based on a price per gallon cost. Four suppliers responded to the request for bid and the bidding result is as follows:

RECOMMENDATION
Staff recommends that the City Council approve purchasing water based traffic paint from the overall three year low bidder, Allstates Coating.
