PROBLEM/ISSUE STATEMENT
Staff is seeking Council approval of a contract to reconstruct three (3) tennis courts at Pioneer Park and 4 courts at Castle Rock Park. The total budget for this project is $630,000.00. After consulting fees, the remaining construction budget is $543,000.00. This project will replace the existing courts with post tensioned concrete surfaces for maximum durability and playability. The construction period will be for 90 days beginning on or about July 1, 2015. Bids were opened June 9, 2015. There were 4 bidders and The Good Earth Works from Billings is the apparent low bidder with a base bid of $600,000.00. Staff recommends accepting Additive Alternate #4 for $5,000.00 to upgrade the chain link fencing by including horizontal bracing members for added rigidity to the fence fabric during use and in high wind conditions. Funding to cover the additional costs between the budgeted amount and the bid prices will come from other Park District #1 projects. The total cost of construction is $605,000.00 . ALTERNATIVES ANALYZED
City Council may:
- Approve the contract for Base Bid and Additive Alternate #4, for a total coat of $605,000.00 or;
- Reject all bids and provide staff with additional guidance.
FINANCIAL IMPACT
Funding for this project comes from the City Wide Park District #1 and was approved in FY 2015. There will be no additional financial impact to the City.
RECOMMENDATION
Staff recommends that Council award the contract for the Base Bid and Additive Alternate #4 to The Good Earth Works of Billings Montana in the amount of $605,000.
