PROBLEM/ISSUE STATEMENT
At its June 8, 2015, meeting, the City Council approved the transfer of $23,000 from the Council Contingency Fund to the 2016 Parks, Recreation & Public Lands Fund to pay to complete construction of the High Sierra Disc Golf Course. Such a transfer must be made by a City Council resolution.
In 2011, the City Council adopted a proposed disc golf course update to the High Sierra Master Plan presented by students from Sky View High School, who had studied the issue and held two public hearings on it. In 2014, the City Council approved a $25,000 Council Contingency Fund transfer to Parks and Recreation's 2015 budget to finalize the plan and begin the project.
The estimated cost of constructing the disc golf course is $51,000 and Parks and Recreation has $28,000 for the project, including private contributions and the remainder of the 2014 allocation. ALTERNATIVES ANALYZED
City Council may:
- Approve, the transfer or;
- Not approve the transfer. Because the June 22 meeting is the last of the 2014 budget year, not taking action would have the effect of postponing the project.
FINANCIAL IMPACT
Transferring the $23,000 is expected to allow Parks and Recreation to complete the disc golf course. If the transfer is not made, the money will be rolled back into General Fund reserves for FY' 16.
RECOMMENDATION
Staff recommends approval.
