PROBLEM/ISSUE STATEMENT
W.O. 15-22, King Avenue West Trail, will construct a 5-foot wide concrete sidewalk along the north side of the existing sidewalk adjacent to King Avenue West between 32nd Street West and the BBWA Canal bridge. By widening the existing sidewalk from 5 feet to 10 feet, a trail connection will be made from the trail along the BBWA Canal to the existing trail on King Avenue, west of the project limits. The project was advertised on May 14th, 21st, 28th, and June 4th, 2015, in the Billings Times and on the City's website. Bids were received on June 9th, 2015. Council delayed action at the June 16 meeting to allow time for staff to review funding. There were three bidders and CMG Construction, Inc. was the apparent low bidder.
ALTERNATIVES ANALYZED
The Council may:
• Award the construction contract for W.O. 15-22 King Avenue West Trail, to CMG in the amount of $122,362.00; or
• Reject all bids and do not award a construction contract for W.O. 15-22. If the bids are rejected the work will not be completed.

FINANCIAL IMPACT
The City received three (3) bids for this project. The bids were as follows:

RECOMMENDATION
Staff recommends that Council reject all bids for the contract for Work Order 15-22 King Avenue West Trail. The bids came in high and there is not adequate CTEP funding to cover the construction costs.
