PROBLEM/ISSUE STATEMENT
The Lockwood Pedestrian Safety District is requesting that the Lockwood Pedestrian District Non Motorized Transportation Plan be moved through Billings/Yellowstone County's Transportation Planning process. This includes review and recommendation ultimately to the Policy Coordinating Committee (PCC). The Technical Advisory Committee reviewed this plan on June 18 and supported the plan's adoption. The Yellowstone County Board of Planning and the Board of County Commissioners are scheduled to make their recommendations when each body meets on July 14. The Plan is attached to this memo for City Council review and the Council heard a presentation on the Plan at its Work Session on July 6.
ALTERNATIVES ANALYZED
City Council may:
- Recommend approval of the Lockwood Pedestrian District Non Motorized Transportation Plan to the PCC, or;
- Recommend disapproval of the Lockwood Pedestrian District Non Motorized Transportation Plan to the PCC. While the Plan does not directly affect City services or projects, the Plan's goal is to have urban, pedestrian infrastructure in Lockwood that would be the same or similar to the urban pedestrian infrastructure in the City of Billings and implementation of the Plan may facilitate future non-motorized transportation connections between the communities.
FINANCIAL IMPACT
There is no financial impact to the City by recommending adoption of the Lockwood Pedestrian District Non Motorized Transportation Plan.
RECOMMENDATION
Staff recommends that the City Council recommend approval of the the Lockwood Pedestrian District Non Motorized Transportation Plan to the PCC and instruct the Mayor to deliver that recommendation to the PCC meeting on July 21.
