Award for the Demolition of the Old Operations Building at the Billings Logan International Airport

PROBLEM/ISSUE STATEMENT

In order to accommodate the construction of a new large commercial hangar on the east end of the Airport, bids have been taken for the demolition of the Old Shop Building.  This metal building, built in 1967 and  expanded in 1976 and 1980, was the Operations Building for the Airport until 1993 when the new Aircraft Rescue and Fire Fighting building was built on the west side of the Airport. The building was subsequently used as the car wash for the Airport's car rental agencies until the new car wash facility was constructed in 2012. Since that date, the majority of the building has remained empty, with the exception of one tenant, Alpine Aviation's Big Sky Ground Support Industries.  Arrangements have been made to relocate this tenant to the Airport Business Park.  This project will remove the entire building including footings, foundations, slabs, and utilities to make room for a new 140' x 140' aircraft hangar with attached office space that Edward's Jet Center plans to build later this Summer.

This project was advertised in the Billings Times on July 16 and 23, 2015, and posted on the City's Website. On Tuesday, July 28, 2015 the following bids were received:

Staff has reviewed all bids and contacted the low bidder to confirm their bid.  M.P. Environmental went over their numbers and discussed the project with staff and remains satisfied with their bid.  Based on this information, staff recommends the project be awarded to the low bidder, M.P. Environmental. 
 

ALTERNATIVES ANALYZED

City Council may:
  • Approve the low bid award for the Demolition of the Old Shop Building; or
  • Decline the award, reject all bids, and delay the project.

FINANCIAL IMPACT

The total cost of this project is $60,920.  The funding source for this project is available in the Airport's local capital account.

RECOMMENDATION

Staff recommends the City Council approve the award for the Demolition of the Old Shop Building to the low bidder, M.P. Environmental, for the amount of $60,920.
