PROBLEM/ISSUE STATEMENT
It has been suggested that security should be increased in the City's three parking garages. A Request for Proposals (RFP) was advertised on May 28 and June 4, 2015, for 24-hour, random patrol security to maintain safety for patrons, to deter vagrants, vandals, transients, etc. The most recent security contract, which had been for random security patrols during the 12-hour evening time period, expired May 31, 2015. The current contractor has been completing the security duties on a month-by-month basis since that time. Proposals were due to the City by June 19, 2015, and three proposals were received from Securitas Security Services, Sundown Security and G4S Secure Solutions. A selection committee, made up of City staff (Tracy Scott, Liz Kampa-Weatherwax, Megan Hodson and Mike Herem), reviewed the three proposals and unanimously selected to negotiate with Securitas Security Services for a two-year contract, with two one-year options to renew by mutual agreement.
ALTERNATIVES ANALYZED
City Council may:
- Approve the Securitas Security Services USA, Inc. agreement;
- Reject all proposals and direct staff to issue a new RFP; or,
- Disapprove the agreement and provide no security services in the parking garages.
FINANCIAL IMPACT
The approximate cost for the first year of random patrols on a 24-hour/day basis is $39,181. The Parking Division in previous years has paid approximately $24,000 per year on security services, however, the selection committee believes the increased presence of security in the garages is beneficial for the safety of the patrons. The Parking Division has sufficient funds in the proposed FY16 budget to pay for the services.
RECOMMENDATION
Staff recommends the Council approve the Parking Division security agreement with Securitas Security Services USA, Inc. for two years , with two one-year options to renew by mutual agreement at approximately $39,181/year.
