PROBLEM/ISSUE STATEMENT
W.O. 15-12 Gabel Road & 32nd Street West Traffic Signal Improvements project includes constructing a new traffic signal at Gabel Road and 32nd Street West. The project will also include ADA ramp improvements and signing/striping modifications. The project was advertised on August 27, September 3, and September 10, 2015, in the Billings Times and on the City's website. Bids were received on September 15, 2015. There were five bidders and Yellowstone Electric Company was the apparent low bidder.
ALTERNATIVES ANALYZED
The Council may:
• Award the construction contract for W.O. 15-12 Gabel Road & 32nd Street West Traffic Signal Improvements to Yellowstone Electric Company in the amount of $195,681.85; or
• Reject all bids and do not award a construction contract for W.O. 15-12. If the bids are rejected the work will not be completed.

FINANCIAL IMPACT
The City received five (5) bids for this project. The engineer's estimate for this project was $217,734.00. The bids were as follows:

The project is funded with Gas Tax funds included in the FY 15 budget. A budget amendment moving the funds to FY 16 will be forthcoming.
The following is a breakdown of the costs of the $300,000.00 allocated for this project:

RECOMMENDATION
Staff recommends that Council award the contract for Work Order 15-12 Gabel Road & 32nd Street West Traffic Signal Improvements to Yellowstone Electric Company in the amount of $195,681.85.
