PROBLEM/ISSUE STATEMENT
The purpose of this project is to reconstruct Central Avenue from Shiloh Road to 32nd Street West. This includes widening Central Avenue to a 5-lane section with curb and gutter, sidewalk on one side, a mixed-use trail on the other and rehabilitation of a portion of the sanitary sewer main. Staff requested the services of an engineering firm to provide design, bidding and pre-construction services for the project, and DOWL was selected through the Request for Proposals (RFP) process. Other firms considered were HDR, KLJ, and Sanderson Stewart. The contract amount is $338,900.
ALTERNATIVES ANALYZED
The Council may:
- Award the Contract for Professional Services to DOWL; or
- Do not award the contract. If the contract is not awarded, the reconstruction of the road will be delayed.
FINANCIAL IMPACT
The cost of design services is $338,900. The Capital Improvement Plan (CIP) includes $500,000 of arterial fees in FY 2016 for project design. The CIP also has $2,500,000 of arterial fees and $70,000 of gas tax in FY 2017 for construction of this project.
RECOMMENDATION
Staff recommends that Council approve a Contract for Professional Services with DOWL for $338,900 for the Central Avenue, 32nd to Shiloh, reconstruction project.
