PROBLEM/ISSUE STATEMENT
The professional services contract with HDR Engineering, Inc. for design of Work Order 09-15 Grand Avenue, Zimmerman Trail to Shiloh Road, was approved at the November 9, 2009, City Council Meeting. Design was delayed to allow discussion of access issues with the adjacent property owners and due to the fact that construction will not be until 2016. The original contract with HDR Engineering, Inc. did not include the design of roundabouts, development of the specifications, or construction administration. The construction administration includes full time inspection and testing during construction. A contract amendment has been approved for the design of the roundabouts. After further research, it was determined that HAWK signals must be included with the construction of the multi-lane roundabouts due to new regulations. Contract amendment #2 is for the design of the HAWK signals, preparation of the specifications, bidding services, and the construction administration. It is anticipated that this project will be bid and constructed in 2016, and it was always anticipated that a contract amendment was necessary in order to add construction administration and development of the specifications.
ALTERNATIVES ANALYZED
The Council may:
• Approve Professional Services Contract Amendment #2 in the amount of $311,562.00; or
• Do not approve Professional Services Contract Amendment #2. If not approved, roundabouts at those intersections will not be designed with HAWK signals which will not meet current federal requirements. Also, the project cannot be constructed without construction administration.

FINANCIAL IMPACT
This Contract Amendment #2 is for $311,562.00 and brings the total professional services contract with HDR Engineering, Inc. to $566,168.00. Funding for this project is from arterial and gas tax funds. There is sufficient funding in the budget for this amendment.
RECOMMENDATION
Staff recommends that Council approve Professional Services Contract Amendment #2 with HDR Engineering, Inc. in the amount of $311,562.00 for W.O. 09-15, Grand Avenue, Zimmerman Trail to Shiloh Road.
