PROBLEM/ISSUE STATEMENT
The Montana Sheriff's and Peace Officer Association (MSPOA) would like to allocate funds to the Billings Police Department for Underage Alcohol Compliance Checks. Law enforcement officers supervise underage youth who attempt to purchase alcohol and if the attempt is successful, the establishment is penalized. Underage alcohol compliance checks conducted by law enforcement agencies can reduce the likelihood of illegal alcohol sales at checked alcohol establishments. Each compliance check performed will be reimbursed by the MSPOA in the amount of $70 to compensate for overtime accrued by officers. Since the number of compliance checks is unknown, but the total amount of reimbursement may exceed the Council's $500 limit on donations, the Police Department is requesting that the City Council approve this donation from the MSPOA.
ALTERNATIVES ANALYZED
- Allow the Billings Police Department to be compensated by the MSPOA for each compliance check performed; or
- Not allow the Billings Police Department to be compensated by the MSPOA for each compliance check performed, which would result in the program being eliminated.
FINANCIAL IMPACT
There is no impact to the General Fund as all costs will be covered by the MSPOA.
