PROBLEM/ISSUE STATEMENT
Annually, it is necessary to secure the City Council's approval and authorization for the Mayor to execute the year's Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants. This year's Grants provide the entitlement and carryover funding to undertake the engineering and construction for this year's AIP funded projects. The projects include Terminal Concourse B Renovations, Storm Water Pond D Improvements, and the East Taxilane and West Taxilane Construction.
This year's total Grant allocation will be a combination of the Airport's annual Grant Entitlements and Entitlement carryovers from previous years. The estimated costs for these projects are $2 million for the Terminal Concourse B Renovations, $800,000 for the East and West Taxilanes Construction, and $2 million towards the Pond D Improvements. Since the Airport may receive the Grant funds in a number of smaller individual Grants, Council is being asked to authorize the Mayor to execute each Grant as it is received.

ALTERNATIVES ANALYZED
City Council may:
- Approve the acceptance of this year's AIP Grants, authorizing the Mayor to execute each Grant offer; or
- Decline to approve the acceptance of this year's AIP Grants, and provide direction to staff on how to proceed.
FINANCIAL IMPACT
It is estimated that the costs for engineering services and the construction of these projects will total approximately $5,333,000. This will be funded with a 90% FAA AIP Grant and a 10% local match. The Federal portion will be an estimated $4,800,000 and the City's match will be an estimated $533,000. The projects are included in the current budget and local match funds are available in the Airport's Capital account.
RECOMMENDATION
Staff recommends that the City Council accept this year's AIP Grants, and authorize the Mayor to execute each of the FAA AIP Grant allocations received this year for the Airport's AIP funded projects.
