SID 1382 is for the construction of Colton Boulevard between 38th Street West and Zimmerman Trail.  The professional services contract with Kadrmas Lee and Jackson for design and construction administration of SID 1382 Colton Boulevard, was approved at the December 8, 2014, City Council Meeting.  The contractor has finished the underground utilities and has been on winter shutdown since December, 2015.  The contract with Kadrmas Lee and Jackson includes a maximum number of hours needed for inspection of the utilities and street work based on the construction duration and expected time for each phase of construction.  The utilities phase requires full time inspection and portions of the street work phase only require part time inspection.  The utility phase of the construction took longer than anticipated so more inspection time was necessary because of the full time inspection need.  The contract amendment is for additional time of inspection that is anticipated to complete the project.  Also included is time that was spent on Saturdays in which the contractor requested to work.  For additional inspection time needed due to contractor delay or request for weekend work, the contractor is assessed for that time and the charges to them will offset additional inspection time being paid to the engineer under this contract amendment.

The Council may:
• Approve Professional Services Contract Amendment #1 in the amount of $31,610.00; or
• Do not approve Professional Services Contract Amendment #1.  If not approved, other alternatives will have to be evaluated for inspection of the remainder of the construction.

This Contract Amendment #1 is for $31,610.00 and brings the total professional services contract with Kadrmas Lee and Jackson to $194,390.00.  Funding for this project is from SID, gas tax, and storm drain funds.  There is sufficient funding in the budget for this amendment.  The cost to the City will be offset in part or in total by charges assessed to the contractor.

Staff recommends that Council approve Professional Services Contract Amendment #1 with Kadrmas Lee and Jackson in the amount of $31,610.00 for SID 1382 Colton Boulevard.
