South Park Splash Pad Developement - Reject All Bids

PROBLEM/ISSUE STATEMENT

On October 27, 2015 bids were opened for the purpose of constructing a splash pad at South Park. This project would replace the wading pool that was removed in 2009.  There were 2 bidders, Diamond Construction, Inc. with a base bid of $385,490.00 and General Contractors Construction Co., Inc. with a base bid of $394,240.00.  At the November 23, 2015 business meeting, Council voted to accept the lowest bid from Diamond Construction.  As part of the bidding requirements all sub-contractors were required to submit a performance bond to insure their portion of the work would be completed.  After extensive discussions with Diamond Construction, it became apparent that their key sub-contractor, Water Splash from Florida, could not obtain the required performance bond.  Therefore Diamond Construction could not sign the contract. 

In discussions with the next highest bidder, General Contractors Construction Co., they also used Water Splash as their key sub-contractor. Therefore given the inability of both contractors to provide the appropriate performance bonds and comply with the requirements of the contract documents, it is recommended that Council vote to reject all bids and direct staff to re-bid the South Park Splash Pad Development project.  





 

ALTERNATIVES ANALYZED


City Council may:
  • Vote to reject all bids and direct staff to re-bid the South Park Splash Pad Development project or;
  • Provide staff with additional direction.

FINANCIAL IMPACT

Funding for this project comes from the City Wide Park District #1 and was approved in FY 2015.  There will be no additional financial impact to the City.

RECOMMENDATION

Staff recommends that the City Council reject all bids and direct staff to re-bid the South Park Splash Pad Development project.
