PROBLEM/ISSUE STATEMENT
On December 21, 2009, City Council approved a five-year contract with Jacobs Consultancy for Airport Financial, Planning, and Development Advisory Services. On August 25, 2014, the City Council approved Amendment No. 1 to the contract for work to perform a Terminal/Land Use Study. The Amendment also extended the Agreement term to December 31, 2015. The planning effort developed concepts that would address the current Terminal Building shortcomings and provided a number of conceptual remodel alternatives for Airport staff to study. The concepts, while viable, have three issues that staff would like to further study. The first is the price for the remodel, estimated at $45 million. The high cost is partly due to the amount of reconfiguring of the existing space in the core of the Terminal, and the amount of construction phasing that would need to take place to keep the Terminal open for business during the project. The second item is the impact to the airline and passenger operations during this major construction project, which appear to be significant. The third item is the future expansion capability of the Terminal as the community grows. Staff would like to have LeighFisher look at options that address these 3 issues and provide a viable alternative for public discussion. Subsequently, staff is asking the City Council to Amend the base contract for this work and to extend the term of the contract to December 31, 2016, to enable the Airport staff to have LeighFisher available through the architect selection process later this year.
ALTERNATIVES ANALYZED
City Council may:
- Approve Amendment No. 2 with LeighFisher, Inc. for additional Airport Financial, Planning, and Development Advisory Services, and extend the term through December 31, 2016; or
- Disapprove Amendment No. 2 with LeighFisher, Inc. and advise staff on how to proceed.
FINANCIAL IMPACT
The total cost of Amendment No. 2 with LeighFisher, Inc. is estimated to not exceed $40,000 for this project. These additional fees will be paid out of the Airport's Planning and Consulting line item.
RECOMMENDATION
Staff recommends that the City Council approve Amendment No. 2 with LeighFisher, Inc.
