Acceptance of $974,000 Grant to Purchase Generators for Emergency Power for Critical Water Facilities

PROBLEM/ISSUE STATEMENT

On December 16, 2009, President Obama signed into law the Consolidated Appropriations Act, 2010.  This provided the Department of Housing and Urban Development with Economic Development Initiative (EDI) funds for certain special projects specified in the Conference Report accompanying the Act (H.R. 111-366).  The City of Billings water system backup emergency power project was specified in the Conference Report and received grant funding in the amount of $974,000.

The emergency power generators will provide backup power for the water system in the event of a city-wide power outage. The City will be able to produce and deliver up to 20 mgd throughout the system. The project includes a medium voltage generator that will power two high service pumps (one for Zone 1 and one for Zone 2 pressure zones) and two transfer pumps for filling the above grade clearwells with filter effluent. This generator will also power medium voltage switchgear that will allow the City to choose what pumps to operate and permits use of house power and other load voltage needs. A second generator will be a portable generator and will be used to power up either one of the water plant’s two low service pump stations. One 20 mgd pump and house power in either pump station will be able to be energized. In each case, the entire motor control panel will be powered to allow choice of which pumps to use.

ALTERNATIVES ANALYZED

The Council may:
  • Approve this grant application to seek $974,000 for the water system emergency power project; or
  • Decline this grant application to seek $974,000 for the water system emergency power project.

FINANCIAL IMPACT

The total cost of the water system emergency power project is $1,170,000 and is identified in the approved Capital Improvement Program (CIP).  The grant from the US Department of Housing and Urban Development is $974,000, and remaining funding will come from water revenues.

RECOMMENDATION

Staff recommends that Council authorize the Mayor to approve the application submittal of the grant from the Department of Housing and Urban Development for $974,000 for the purchase of generators for the water system emergency power.
