PROBLEM/ISSUE STATEMENT
W.O. 15-07 Orchard Lane Reconstruction is a complete road reconstruction project, including new sidewalk and corner radiuses. There are fifteen properties on the northeast end of Orchard Lane where right-of-way easements are needed to install full-width sidewalks and provide space for fire hydrants. To date, fourteen of the fifteen easements have been signed by the property owners. Eleven of the fourteen have been approved by Council. City staff has negotiated with three of the four remaining adjacent property owners and they have agreed to right-of-way easements which are shown on the attached easement exhibits. The last easement will be presented as negotiations are completed with the remaining property owner.
ALTERNATIVES ANALYZED
The Council may:
- Approve the right-of-way easements; or
- Disapprove the right-of-way easements. If the right-of-way easements are not approved, several hydrants will have to be relocated and the full sidewalk width cannot be constructed.
FINANCIAL IMPACT
There is no cost to the City for the right-of-way easements.
RECOMMENDATION
Staff recommends that the City Council approve the right-of-way easements for the Orchard Lane Reconstruction Project.
