PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program is the Sanitary Sewer Project for the new West End Hangar Site. The Airport is running out of locations to lease and construct large hangars, and desires to develop a new hangar area for larger hangars on the west end of the Airport. This project will install approximately 2,000 feet of sanitary sewer line to provide sewer services to future hangars in the new hangar development area on the west end of the Airport. This work will be constructed in conjunction with the Taxilane West Construction Project, but is not eligible for Federal Aviation Administration (FAA) Airport Improvement Program (AIP) entitlement grant funding, so it will be funded with local capital dollars.
This project was advertised in the Billings Times on June 9, 16, and 23, as well as posted on the City's Website. On June 28, 2016, the following bids were received for this project:

ALTERNATIVES ANALYZED
City Council may:
- Approve the award of the Sanitary Sewer Project for the West End Hangar Site; or
- Decline to approve the award, reject all bids, and delay the project.
FINANCIAL IMPACT
The total cost of this project is $194,276. The funding for this project is available in the Airport's Capital Fund.
RECOMMENDATION
Staff recommends the City Council accept the low bid and approve a contract for the Sanitary Sewer Project for the West End Hangar Site with COP Construction, for the amount of $194,276.00.
