PROBLEM/ISSUE STATEMENT
Council and Mayor are asked to consider authorizing a contract for the purchase of a packaged water booster station that will serve City residences along and on streets accessed by Constitution Avenue west of Governors Boulevard. The packaged booster station will be installed by City personnel on a vacant lot near the intersection of Constitution Ave. and Governors Blvd. This lot is currently owned by Yellowstone county and the city is in the process of acquiring this property from the county. Customers to be served by the proposed booster station who live in higher elevation areas currently experience low water pressure, especially when demand is higher during the spring through early fall months. Low system pressure in this area has led to complaints of poor operation of standard household appliances and the inadequate functioning of automatic sprinkler systems.
The above-ground factory-built booster station proposed for purchase will be equipped with all the required internal piping, pumps, and controls and will be installed by City personnel. The City will equip it with telemetry equipment and connect it to the City water distribution system. Once installed, the station will be monitored, operated and maintained by Water Treatment Plant staff and will provide adequate constant service pressure to all the customers it serves.

ALTERNATIVES ANALYZED
The Council may:
• Award the purchase of water booster station equipment from Engineered Fluid, Inc.; or
• Do not award the equipment purchase.
• Award the purchase of water booster station equipment from Engineered Fluid, Inc.; or
• Do not award the equipment purchase.
FINANCIAL IMPACT
Bids for W.O. 09-10 Heights Water Booster Station were opened on April 27, 2010 with the results listed below:
Engineer's Budget Level Estimate: $175,000
Engineered Fluid, Inc.: $155,089.00
Precision Pumping Systems: $168,500.00
Project funding will be from City water funds.

RECOMMENDATION
Staff recommends that Council award a contract for the purchase of a packaged water booster station for W.O. 09-10 from Engineered Fluid, Inc. in the amount of $155,089.00.
