PROBLEM/ISSUE STATEMENT
Plans and specifications for improvements at the Yellowstone Kelly grave site were prepared and sent for bids on September 2, 2016. The bids were opened on September 20, 2016. State law requires the governing body to consider bids at the meeting immediately following a bid opening. Staff is requesting postponement of action for this item to the October 11, 2016 Council Meeting to give the consultant additional time to evaluate the bids and make a recommendation.
ALTERNATIVES ANALYZED
City Council may:
- Approve the staff recommendation to delay action on this item to the October 11, 2016 Council Meeting, or;
- Disapprove the staff recommendation and reject all bids.
FINANCIAL IMPACT
Funding for this project will come from private donations and pledges through the Billings Chamber of Commerce. Council has provided $50,000 from Council Contingency funds.
RECOMMENDATION
Staff recommends that the Council postpone awarding a contract for the Yellowstone Kelly Interpretative Site Improvements to the October 11, 2016 meeting.
