PROBLEM/ISSUE STATEMENT
The City Council recently conducted the annual City Administrator performance evaluation. Based on the evaluation's positive outcome and the City Administrator's request, the Council will consider a one (1) year employment agreement; dated October 1, 2016 through September 30, 2017. The current and all previous Billings City Administrators were retained under employment agreements and these agreements are commonplace nationally. The Council hired local attorney Tom Singer to prepare this agreement and he did so after consulting with Councilmembers Cimmino and Clark about the details. A draft agreement is attached. Changes from the 2012-2016 agreement are indicated by strike-through and underline.
ALTERNATIVES ANALYZED
City Council may approve, request changes to or disapprove the employment agreement.
FINANCIAL IMPACT
The agreement proposes to continue the current salary and benefits but to negotiate increases before the end of the year. The changes would be retroactive to October 1, 2016, or for 3/4 of the fiscal year. The FY 2017 budget is sufficient to fund the current agreement and negotiated salary and benefit increases.
RECOMMENDATION
Staff recommends that the City Council consider and approve a City Administrator Employment Agreement.
