Budgeted as part of the Airport's Capital Improvement Plan is the Car Rental Lot Lighting Upgrades. The car rental parking lot is located west of the Terminal Building, just past the Air Traffic Control Tower on the north side of the Terminal Circle road. The existing light fixtures are not able to illuminate the entire parking lot sufficiently, which is a safety concern for the car rental operators and their customers. This project will provide three light pole fixtures to provide the additional lighting needed for the night time car rental operations and customer safety.

This project was advertised in the Billings Times on October 13 and 20, and was posted on the City's Website. In spite of these efforts, only one bid was received for this construction project on Tuesday, October 25, 2016.

City Council may:

• Approve the Car Rental Lot Lighting Upgrades; or
• Decline the bid award, reject the bid, and delay the project.  

The total cost of this project is $28,220. The funding source for this project is from the Airport's Customer Facility Charge (CFC) fund. The CFC funds are authorized by City Ordinance and collected by the car rental companies on each car rental transaction. Those funds are then remitted to the Airport for the sole purpose of supporting debt service incurred for the construction of the Quick Turn Around facility (car wash area) and the additional capital needs of the car rentals.

Staff recommends the City Council approve the award of the Car Rental Parking Lot Lighting Upgrades to the sole bidder, Yellowstone Electric Company, for the amount of $28,220.00.
