PROBLEM/ISSUE STATEMENT
The City needs a new 911 Call Center. The existing facility is grossly undersized and utilizes aged equipment, so a reserve fund was established nearly 14 years ago to build a new facility. Property has been purchased and site demolition will be completed this fall to provide a "fresh" site for new construction. Proposals were requested for the professional services described below. Ten firms submitted proposals, and CTA Architects was chosen as the preferred consultant.
This contract provides the necessary professional services, including but not limited to: all design aspects (civil, architectural, structural, electrical, mechanical, instrumentation, and security), preparing bidding and construction contract documents, bidding services, construction administration, and post-construction/warranty follow-up.

ALTERNATIVES ANALYZED
City Council may:
- Award a Professional Services Contract to CTA Architects Engineers (CTA); or
- Do not award a contract to CTA. If this agreement is not approved, another consultant will have to be selected and the project will be substantially delayed.
FINANCIAL IMPACT
This project is being funded with 911 funds, as approved in the FY 2017 budget. The table below shows a financial summary. The reserve fund contains over $5.5 million designated for this project, so there are adequate funds for this contract amount. A budget amendment will be forthcoming to overcome any deficiencies in the FY 17 approved budget.

RECOMMENDATION
Staff recommends that Council approve the Professional Services Contract with CTA Architects Engineers for W.O. 16-18 -- 911 Call Center in the amount of $650,719.
