The Planning Division is presenting to the Billings City Council the Billings Community Transportation Safety Plan with the intent to have the Council make a recommendation to the Policy Coordinating Committee (PCC).  The Council received information regarding this plan at the November 7, 2016 Work Session.  Staff is asking the City Council to take action on the plan and forward a recommendation to the PCC. The PCC will take final action on the Community Transportation Safety Plan at its December 20, 2016 meeting.

City Council may:

• Approve the Billings Community Transportation Safety Plan and forward the recommendation to the Policy Coordinating Committee through the City's PCC representative
• Approve the Billings Community Transportation Safety Plan with modifications and forward the recommendation to the Policy Coordinating Committee through the City's PCC representative, or;
• Disapprove The Billings Community Transportation Safety Plan and forward the recommendation to the Policy Coordinating Committee through the City's PCC representative. The City approached MDT to complete the Billings Community Transportation Safety Plan, so it would conflict with the City's request for assistance in completing the plan to take action to disapprove of it.

There should be no direct financial impact from the adoption of this plan. Implementing the plan will not require additional City funds because the implementation strategies include education and enforcement programs that already exist or have been used before.  The CTSP will document these programs and bring together multiple organizations to collaborate.  Grant funding will be applied for in the case of a special event or project.  If local match funds are required for grants, it would be identified prior to applying.

 

Staff recommends that the City Council recommend approval of the Billings Community Transportation Safety Plan and forward this recommendation for consideration at the PCC meeting on December 20, 2016.
