PROBLEM/ISSUE STATEMENT
The Billings Fire Department has received a firm offer from the Worden, MT, Volunteer Fire Department in the amount of $1,000 for the purchase of a 1990-91 E-One Fire Apparatus, Unit #4090. This fire engine was scheduled for replacement, which was accomplished in the current budget year. Traditionally, the Billings Fire Department sells retired fire apparatus. This apparatus' water pump, gauges, and related plumbing are no longer functional; thus, significantly reducing its value and capability.
The apparatus was scheduled to be sold by bid last year (2009); however, there were no viable bids received. As a result of the current condition and limited use capabilities, the Worden Fire Department has offered to purchase the fire engine for $1,000. The apparatus is currently in storage, and the Billings Fire Department has no functional future plans for this aging piece of equipment.

ALTERNATIVES ANALYZED
City Council may:
- Approve the sale of surplus property to the Worden Volunteer Fire Department; or
- Not approve the sale of surplus property to the Worden Volunteer Fire Department.
FINANCIAL IMPACT
The Billings Fire Department supports using the $1,000 for purchase of tools and equipment associated with the Quick Response Vehicles.
RECOMMENDATION
Staff recommends approval of the sale of the 1990-91 E-One Fire Apparatus to the Worden Volunteer Fire Department in the amount of $1,000.
